Talking specifically on ancient & modern wars, Kagan explores here only four wars – two more ancient & two modern ones – The Peloponnesian War & The Second Punic War, in the first instance, * - and The World Wars I & II, in the second example. Kagan says that’s an opinion of his own. He quote Thucydides, from the Peloponnesian War Era, that he himself (Donald Kagan) acted as that by three reasons:
(a.) fright of further states
(b.) the quest of interests, concerning on the states
(c.) recognition of honor
Summarizing, I think Kagan has a more scrupulized opinion on the two more ancient wars and none to the second group (World Wars I & II).. - The second group is too much detailed.
